Politicians use POT for coordinating activities and co-authoring position papers. There seems to be little relation between use of the system and previous computer experience. Differences in use seem more related to variations in party culture and structure as well as the presence of technology-use mediators within a party. The administration's electronic distribution of information has increased the politicians' ability to shape the political process.
