Abstract
This article questions the tacit assumption that computer software development is a homogenous activity across differing tasks. The author proposes that conventional statistics on the performance of MIS software development groups are too often based upon norms and procedures relevant to groups developing systems-oriented software. To evaluate the statement a simple descriptive framework is presented which distinguishes software developmental attributes for MIS from those of other computer software systems. The framework is validated by data from twenty-four organizations and the implications for management of MIS software development are discussed.
